They are Centra wheels, of German origin. The manufacturer offered aftermarket wheels for several car manufacturers of the era. This design was common in the '80s.
Indeed, the wheel arch trims are a good indication of the blue and chrome combination.
Regarding the colour coding of the wheels, I think I'll give it a try... they need refurbishment anyway.
I have always liked the colour coded wheel embellishers. They are quaint, in the conventional sense of the word, and very pleasing to the eye. I find that bundts are very business-like in appearance, but not in a negative way, just different and very distinctive.
