Mark its all about the prep, process and finish mate.
Bare metal needs to be smoothed and prepped, then nickel plated for hardness with a final bath for Chrome plating.
You can plate Chrome directly on steel but the result is less than ideal.
You can also underplate with copper and this would also cause some hassles.
As we are in an increasingly competitive environment I suspect some platers and taking shortcuts.
Just Chrome in Tamworth are good if you are happy to send stuff away and he also does a range of Nickel plating which is unique in finish and appearance.
Steve Loffel is a grumpy bugger but knows his stuff, Just don't mention me lol.
