Rust removal by electrolysis

I have some concerns re hyrdogen embrittlement on structural items....

You can't REMOVE rust that's already there by electrolysis. That requires surgery.
However,
new cars can be sold with accessory electrolytic rust inhibition. The accessory fitters where I used to work fitted this type of kit occasoinally, to customer order, to new cars.
