Petrol pump cutout

I noticed the fuel pump on Red Bull runs as soon as the ignition is turned on, which I don't think is normal. Although it's nice to hear that the pump's running, I believe MB wired them up so the pump only operated when the engine was turning (as a safety measure). Or were later versions different?
I also noticed that it appears the sensor on the harmonic balancer has been removed. Is this sensor for the pump, or something else? Without me pulling it all to bits (which I probably will anyway), can anyone tell me what's been bi-passed and how it can be returned to the original (safer) setup?

There is a switch on your air flow meter that triggers the fuel pump, maybe its been disconnected. If you remove the air filter its a blue plug in front of the divider. The sensor on the harmonic balancer is a ignition timing pickup that is used with some Bosch and Hermann tune up scopes that allow ignition timing to be read without a strobe light.
