please need info , what is no rego needs blue slip means??

It means that the car is currently unregistered and must pass an official test for roadworthiness (called a blue slip because the paper is blue) before it can be registered.
Things like brakes, lights, rust, seat belts, oil leaks etc are checked but it does not cover a full mechanical investigation. The blue slip is simply to ensure the car is safe to use - it might still be about to die...or blow a radiator hose.
A pink slip (pink paper) is a roadworthiness check done each year in NSW before annual registration can be renewed. It is not required in other states - although in Victoria you must obtain a pink slip before you can register a second hand car that you have just bought.
Ther have been suggestions that emission levels be tested as a part of a blue or pink slip but there is strong political pressure against that move.

It is establishing the identity of the vehicle and not the owner,
Making sure that is is not rebirthed, that the numbers are the right ones.

As far as I know, the operator checks the RMS (formerly RTA) records electronically (he has direct access to the files) and makes sure that the numbers presented either match what the records show or otherwise.
